The supervisory authority initiated an investigation after the controversial video was published online.
Footage showing an unknown woman and a child has spread across the Internet, RIA Novosti reports.
They were near a garbage can. A woman of gypsy appearance took waste from the garbage can and fed it to the girl.
She managed to find yogurt, fish and other discarded food. The woman threw everything she found on the ground, and the girl picked it up and ate it.
Eyewitnesses filmed the incident and posted it online. The author of the footage claims that it happened at the Fish Market (10 Let Oktyabrya St.) in Omsk.
The prosecutor's office then began to establish the woman's identity and clarify the circumstances.
The press service of the regional children's ombudsman also reported that the police's attention has been drawn to the situation.
