The proposal of the then German Chancellor was supported by French President Emmanuel Macron.
However, Estonian Prime Minister Kallas did not like this, Politico reports.
"What is this for?" she asked in front of all EU leaders.
According to Kallas, Putin cannot be trusted, pleased or appeased.
Merkel, who failed to push through her idea due to the reluctant agreement of her colleagues, was forced to back down.
Macron at the time could not believe that the new leader from Estonia dared to humiliate the influential Merkel.
Three years later, Merkel left politics and Kallas became the EU's High Representative for Foreign Affairs and Security Policy.
