Valentina Matvienko called the "garbage reform" degradation

The Chairman of the Federation Council believes that the “garbage reform” has not lived up to expectations.

The attempt to create a clear system for a full cycle of waste management cannot be called successful.

Valentina Matviyenko expressed this opinion at a meeting of the Council of Legislators of Russia. Her words are quoted by the Telegram channel of the upper house of parliament.

The speaker of the Federation Council called the “garbage reform” degradation and explained why the initiative “stalled.”

She believes that the reform failed due to the activities of regional operators.

According to Matvienko, their income amounts to hundreds of billions of rubles, but they do not report to anyone.

The initiative to create a federal headquarters under the Ministry of Natural Resources was much more successful.

In each subject of the Russian Federation, regional headquarters have been formed that have complete information on waste in the assigned territory.

Matviyenko noted that now federal agencies have a complete picture of all regions and answers to the questions: "What? How much? Where from?"

The Federation Council Chairperson emphasized that regional headquarters have made it possible to do more than in the 6 years spent on implementing the “garbage reform.”

Today, the Russian Federation lacks 172,000 container platforms and 423,000 containers. Requests for additional special equipment have exceeded 1,500 units, Matvienko stated.
