If an animal wags its tail and just stands there, this is a signal that the pet is wary, tense, worried, or insecure.
In this case, there is a possibility that the dog may bite a person.

Experienced dog breeders always consider tail wagging as a complex gesture, because it always has several meanings.
For example, wagging the tail in a defensive posture clearly indicates that the animal is not in the mood for fun.
In this case, it is better not to touch or tease the dog.
