First, the water should be warm. It is a grave mistake to water "steamed" plants with cold tap water or "icy" spring water. The pepper will get seriously stressed and its development will slow down.
Only summer water. You can water under the root and on the leaves.
Secondly, you need to choose a time for watering when the sun is setting. The moisture will not evaporate overnight, the plants will get enough of it and will steadfastly meet a new hot day.
