The arrest was made as part of a crackdown on illegal tour guides and foreigners working illegally in Thailand.
Tourism and Sports Minister, Police Lieutenant General Saksira Puak-am has ordered increased measures to combat illegal work by foreigners, The Phuket News reports.
In response, police carried out checks in popular tourist areas of Phuket.
During the operation, a 26-year-old Russian citizen was detained.
The woman was accused of carrying out illegal excursion activities.
The Russian woman, in particular, is accused of working as a guide without the necessary license and permit.
The police report confirmed that the Russian woman was taken to the police station for court proceedings.
