The accused man is said to be an inspector for the International Football Federation.
He said he had no prohibition on intimate relations with referees in his instructions.
He also insisted that the recording of the intimate scene was made public without his consent.
However, the arbitration panel identified important details in the materials it reviewed and rejected the appeals of the inspector and the judge.
