A short number like 700, 800, etc. may belong to commercial organizations. But in most cases, people are called from such numbers for the purpose of advertising goods or services.
Another catch may be that scammers often use numbers that are similar to those belonging to large companies. The difference may be insignificant.
Pay special attention to calls made via instant messengers. They are actively used by scammers.
The same applies to messages from unknown users.
