The curious video quickly spread on social networks, RIA Novosti writes.
In particular, Ozertsov said: “Dear residents of Sibay, colleagues, please accept my sincere condolences on the occasion of the celebration of the Day of the Republic of Bashkortostan.”
The audience reaction was muted and applause was rare.
Despite the awkwardness of the situation, Ozertsov had previously posted a “correct” congratulation on his official VKontakte page.
The message emphasized the importance of the holiday as a symbol of unity and harmony of multinational Bashkortostan.
The official noted that this day unites people regardless of their age and nationality.
He also called on all city residents to celebrate this significant moment in the life of the republic.
